Question : Economic Growth in Flood Prone Areas

(a) whether the Assam Integrated Flood and River Bank Erosion Risk Management Investment Programme Tranche-1 aided by the Asian Development Bank to enhance sustainable and inclusive economic growth in flood prone areas along the Brahmaputra River in Assam has been implemented, if so, the details thereof;
(b) whether the Kaziranga sub-project has been delayed due to non-clearance from the Ministry of Environment and Forest and Detailed Project Report (DPR) non-clearance from Central Water Commission (CWC); and
(c) if so, the reasons therefor along with the measures being taken to remove these bottlenecks?

(a) Yes, Madam. The Assam Integrated Flood and River Bank Erosion Risk Management Investment Program (AIFRERMIP-I) Tranche-I has been implemented since 2011-12.

The details of works taken up under Palasbari-Gumi sub-project and Dibrugarh sub-project are as follows:-

(A) Palasbari-Gumi Sub Project:- Three major packages were taken up under this sub-project two at Palasbari reach and one at Gumi reach.
A(i) Palasbari Erosion Project in under water protection works below water level, at a cost of Rs 3511.48 lakhs
A (ii)Construction of Palasbari Embankment with black topped road and slope protection works above low Water Level (LWL) along the Brahmaputra River, at a cost of Rs.3737.52 lakhs
A (iii)Gumi erosion protection works, at a cost of Rs. 3361.15 lakhs

(B) Dibrugarh Sub Project:- Under this subproject two major packages [B (i) and B (ii)] and four other works [B (iii)] were taken up as follows:
B (i) Construction of revetments, geobags apron for Motholla –Oakland Bank protection works along the Brahmaputra rivers, at a cost of Rs. 2760 lakhs
B (ii)Raising, Strengthening, Up-gradation and Construction of Road works for Dibrugarh Town Protection Dyke, at a cost of Rs. 2979.1 lakhs.
B (iii)Fabrication, Supply and Installation of PSC Porcupine.
Lot 1 at a cost of 210 lakhs; Lot 2 at a cost of Rs. 230 lakhs
Lot 3 at a cost of Rs. 193 lakhs Lot 4 at a cost of Rs. 240.4 lakhs

(b) Due to delay in issue of the environmental clearance by the Ministry of Environment, Forest and Climate Change, Wild Life Division Kaziranga sub-project could not be taken up under Tranche-I. However, the same sub project has been included in Tranche-II. There was no delay in clearance of DPR from CWC as the same could not be processed at CWC for non-receipt of the environmental clearance from the Ministry of Environment, Forest and Climate Change Wild Life Division. Now, Kaziranga sub-project is proposed in Tranche-II, at a cost of Rs. 125.995 Cr and TAC clearance has been accorded by CWC in 130th TAC meeting held on 30.09.2016.
(c) There are no bottlenecks for implementation of Kaziranga sub-project at present, subject to extension of Multi Tranche Financing Facility (MFF) period by the Department of Economic Affair, (DEA) Govt. of India.
