(a) the details of total tribal population in the country at present, State/UT-wise and the tribe-wise and the major changes brought about in the lives of tribal populations;

(b) whether the Government has conducted any study to evaluate the status of tribals in different parts of the Country and if so, the details thereof including the outcome of the study;

(c) the details of the welfare schemes/ programmes under implementation for the development of tribals and the number of beneficiaries availing benefit under these schemes, State/UT-wise;

(d) whether the Government has any mechanism to monitor the implementation of these schemes and if so, the details thereof; and

(e) the budgetary allocation made and funds utilised therefrom, during each of the last three years, Scheme/programme-wise and State/UT-wise?

(a):As per Census 2011, State / UT -wise and tribe-wise details of Scheduled Tribes (STs) in the country are given at Annexure I. Over the years, lives of ST populationhave improved in terms of various indicators relating to housing, sanitation, literacy, health, clean drinking water and socio-economic conditions.

(b):Status of STs in different parts of the Country are evaluated through decennial Census conducted by Office of Registrar General, India; large scale sample surveys conducted by National Sample Survey Office(NSSO), Ministry of Statistics& Programme Implementation; various surveys conducted by Ministry of Health & Family Welfare; Agricultural Census conducted by Ministry of Agriculture & Farmers Welfare etc.
Revised guidelines issued by Ministry of Tribal Affairs on 17.6.2016 (SCA to TSP) and20.6.2016 [Article 275(1) Grants] (on Ministry’s website- http://tribal.nic.in) also emphasis evaluation studies and surveys are also a must.

The Ministry has conducted research studies in the States of Jharkhand, Chhattisgarh, West Bengal, Andhra Pradesh and Telangana through World Bank project and in Odisha through TRI, Odisha to analyze the process of TSP implementation.

(c): Government has adopted a multi-pronged strategy for overall development of tribal people across the country, which includes support for education, health, sanitation, water supply, skill development, livelihood etc. Major part of infrastructure development and provision of basic amenities in tribal areas/regions in the country is carried out through various schemes/programmes of concerned Central Ministries and the State Governments concerned, while the Ministry of Tribal Affairs provides additive to these initiatives by way of plugging critical gaps. A list of Schemes/programmesadministered by the Government in the Ministry is at Annexure-II and number of beneficiaries availing benefit under some of these schemes, State/UT-wise, are given at Annexure III- VII.

(d): Yes, Madam. Following mechanismto monitor implementation of schemes/programmes for the development of tribalsbyMinistry of Tribal Affairs:

(i) Utilization certificates are insisted upon as a pre-requisite for further releaseof fundsper the norms of GFR;
(ii) Progress reports regarding the status of implementation of schemes are obtained.
(iii) Officers while visiting States/UTs also ascertain the progress of implementation of various schemes/programmes of the Ministry of Tribal Affairs.
(iv) Revised guidelines issued by Ministry of Tribal Affairs on 17.6.2016 (SCA to TSP) and20.6.2016 [Article 275(1) Grants] (on Ministry’s website- http://tribal.nic.in) also emphasis monitoring mechanism at different level.
(v) Some of the State Governments have enacted laws on Tribal Sub-Plan. In some States, the implementation of works relating to tribal welfare and development is monitored by a committee headed by Chief Minister.
(vi) Meetings/ Conferences are convened at the Central level with State officials for ensuring timely submission of proposals, speeding up of implementation of the schemes/ programmes, and reviewing the physical and financial progress.

(e): Scheme/programme-wise and State/UT-wisefunds released and funds utilized during each of last three years are given at Annexure – VIII-XVII.
