Question : Reservation Policy in Universities

(a) whether the Government has set up any mechanism/regulatory body to monitor the implementation of reservation policy in recruitment in Central Universities;

(b) if so, whether the instances of violation of the policy have been reported and if so, the details thereof;

(c) whether reasons have been identified for backlog in vacancies and the steps taken to fill up these backlog vacancies and if so, the details thereof;

(d) whether reservation for Other Backward Castes (OBCs) has been implemented for all the posts filled up by direct recruitment through open competitions and if so, the details thereof; and

(e) whether the Government follows the social justice norms in appointing Vice Chancellors (VCs)/Principals in various Universities/Colleges in the country, if so, the number of OBCs, Scheduled Castes (SCs) and Scheduled Tribes (STs) who have been appointed as VCs/Principals in Delhi University/Colleges of Delhi University during the last three years and the current year?

(a) to (e): The Government, in exercise of the powers vested under Section 20(1) of the University Grants Commission Act, 1956, has directed the University Grants Commission (UGC) to ensure effective implementation of the reservation policy in the Central Universities and those of institutions Deemed to be Universities receiving aid from the public funds except in Minority Institutions under Article 30(1) of the Constitution. UGC issues instructions from time to time to all Central Universities for (i) implementation of SC/ST/PwD/OBC reservation policy of the Government of India/ UGC (ii) strict compliance of reservation policy, (iii) display of reservation roster on University website and (iv) filling up of remaining identified backlog reserved vacancies of these categories in teaching and non- teaching posts.

The Central Universities are autonomous bodies established by the respective Acts of the Parliament and are governed by their respective Act, Statutes and Ordinances framed thereunder. Whenever any complaint regarding violation of the reservation policy is received, it is forwarded to the concerned Central University for appropriate action at their end.
The main reason for backlog in vacancies of teachers as reported by most of the Central Universities is non-availability of suitable candidates. Reservation is not applicable for appointment to the posts of Vice Chancellors (VCs) in Central Universities and to the posts of Principals in Colleges of University of Delhi, being the single cadre/stand-alone posts. The data on number of Other Backward Classes (OBCs), Scheduled Castes (SCs) and Scheduled Tribes (STs) appointed as VCs/Principals in University of Delhi /Colleges of University of Delhi is not maintained centrally.
