Question : Deaths of Children in Gorakhpur Hospital

Will the Minister of HEALTH AND FAMILY WELFARE be pleased to state:

(a) whether several children died in Baba Raghav Das (BRD) Medical College and Hospital in Gorakhpur recently and if so, the details thereof;

(b) whether the Government run hospitals are equipped with all the required infrastructure in the country, if so, the details thereof, State-wise including Uttar Pradesh;

(c) the details of funds sanctioned, released and utilised by the States/UTs for the development of infrastructure therein during each of the last three years, State/ UT-wise; and

(d) the total number of hospitals upgraded/modernised in the country, State/ UT-wise including Uttar Pradesh and the steps taken by the Government to further improve the functioning of these hospitals?

(a): Baba Raghav Das (B.R.D.) Hospital, Gorakhpur is a high case load tertiary care facility and providing specialist health care and referral services to the region. Children with serious illness are being admitted in this hospital, referred from the surrounding districts and facilities often reaching late, causing mortality amongst some of these children.

(b) to (d): Health being a state subject, Under National Health Mission, MoHFW is providing technical and financial support to the States/ UTs based on their Annual Program Implementation Plan.

The support for infrastructure strengthening and up-gradation, equipment procurement and maintenance is provided as per the annual Program Implementation Plan received from States/ UTs.

The detail of fund approved and utilised by the States/UTs for the development of infrastructure therein during each of the last three years, State/ UT-wise is placed at Annexure-1.

Approval has been given for new construction of 32,497 health facilities and renovation/up-gradation works of 39,324 health facilities under National Health Mission since inception. Further, Ministry of Health is providing technical support to state governments including Uttar Pradesh in developing Model Health Districts based on the proposals received from the states. The list of districts under Model Health District initiative is Placed at Annex-2.

A communication has been sent by Ministry of Health and Family Welfare (MoHFW) to all the States/ UTs including Uttar Pradesh regarding improving the quality of newborn services and to propose need based proposal for augmenting infrastructure, capacity building, equipment maintenance and ensure uninterrupted supply of essential medicines.
