Question : CONSERVATION OF ELECTRICITY THROUGH CFLS



(a) whether efforts have been made to promote the use of Compact Fluorescent Lamps (CFLs) so as to obtain clean power and also conserve electricity and if so, the details thereof;

(b) whether the Government proposes to make available CFLs to all the consumers in the country at reasonable price; and

(c) if so, the details thereof along with the extent of achievements made in this regard during the last two years and the current year so far?

STATEMENT REFERRED TO IN REPLY TO PARTS (a) TO (c) OF STARRED QUESTION NO.77 TO BE ANSWERED IN THE LOK SABHA ON 27.11.2014 REGARDING CONSERVATION OF ELECTRICITY THROUGH CFLs.

(a) to (c) : Yes, Madam. Under the `Bachat Lamp Yojana` (BLY) implemented by Bureau of Energy Efficiency (BEE), Ministry of Power, Compact Florescent Lamps (CFLs) were provided to residential consumers at Rs. 15 in exchange of an Incandescent Lamp (ICL). Under this programme, 44 projects have been implemented and about 29.5 million CFLs have been distributed, resulting into the avoided generation capacity estimated to be about 415 MW. The monitoring and verification process of energy saving achieved for the first monitoring period from 30.05.2010 to 31.12.2012 for 24 projects has been completed. Based on Monitoring and Verification Report of BEE, 6,53,203 Certified Emissions Reductions (CERs), equivalent to as many tonnes of CO2 reduction, have been issued till now by United Nations Framework Convention on Climate Change (UNFCCC) to BEE which in turn transfers the CERs to the project implementer for trading with buyers in developed countries. There is no proposal to make CFLs available to all the consumers in the country.
