Question : POLYTECHNIC AND COMMUNITY COLLEGES



(a) the details of polytechnics which are functional in the country at present for promoting skill development under the community college scheme, State/UT-wise;

(b) whether the Government proposes for setting up of more polytechnics and courses by colleges across the country during the current financial year;

(c) if so, the details thereof along with the funds allocated for the purpose, State/UT-wise;

(d) the present status of the proposal of the State of Kerala for getting financial assistance under modernisation and removal of obsolescence scheme for Government polytechnic college at Kannur district;

(e) whether the Union Government has received proposals from the States for setting up of polytechnics and community colleges in their respective States/UTs and if so, the details thereof, State/UT-wise; and

(f) the steps taken/being taken by the Government for quality training/education in these polytechnics?

(a) The State-wise list of 72 polytechnics running community college scheme for promoting skill development is annexed as Annexure-I.

(b) & (c) Yes Madam. All India Council for Technical Education (AICTE) has informed that the proposals from 35 additional polytechnics have been approved to run the scheme of Community College. The details of these 35 polytechnics are annexed as Annexure-II. No funds have been allocated to these colleges as of now.

(d) As per AICTE no proposal from Government Polytechnic College at Kannur district in Kerala has been approved under ‘Modernisation and Removal of Obsolescence Scheme’. However, Ministry of Human Resource Development released Rs.4.67 crores to 03 polytechnics in Kannur district (‘Government Polytechnic College, Kannur, Kerala’, ‘Residential Women’s Polytechnic College, Payyannur, Kannur, Kerala’ & ‘E.K.N.M. Model Polytechnics College, Kallyassery, Kannur, Kerala’) under the scheme of ‘upgradation of infrastructural facilities in the existing polytechnics’, a component of ‘Sub-Mission on Polytechnics’.

(e) Yes Madam. AICTE has received 122 proposals from State Governments for setting up of Community Colleges, out of which 107 have been approved to run Community Colleges including 72 already functioning as per the details given in Annexure-I & II. The list of 15 proposals which have not been approved is at Annexure-III.

(f) Training in these Polytechnics / Colleges is imparted under the National Skills Qualification Framework (NSQF). Under the framework, General Education is imparted by the respective polytechnic and the hands on skills are imparted in association with local industries in order to enhance the skills of the students as per the needs of the industry.
