Question : Vacancies in AIIMS

Will the Minister of HEALTH AND FAMILY WELFARE be pleased to state:

(a) whether the Government has taken note that a large number of posts are vacant in medical and non-medical cadres in All India Institute of Medical Sciences (AIIMS) set up in various parts of the country, if so, the details thereof and the reasons therefor;

(b) whether the six new AIIMS are struggling to fill up 1285 vacant posts including reserved categories post during the current year and if so, the details thereof and the reasons therefor;

(c) whether it is true that last year a total of 1300 posts were advertised for the six new AIIMS against which only 300 were selected, out of which only 200 finally joined and if so, the details thereof;

(d) whether the Government has any proposal to hire retired professors up to the age of 70 years on contract as faculty and if so, the details thereof; and

(e) the corrective measures taken by the Government to expedite recruitment process in this regard?

(a) to (c) A total number of 305 posts of various Faculty disciplines have been created for each of six functional AIIMS namely AIIMS at Bhopal, Bhubaneswar, Jodhpur, Patna, Raipur and Rishikesh. Recruitment to various positions is done on need basis keeping in view the additional services and facilities planned to be added in the hospitals. Vacant Faculty posts are being advertised regularly by the Institutes depending on their requirement. However, as high standards have to be maintained in selection, keeping in view the stature of these Institutes of National Importance, all the advertised positions could not be filled up. Institute wise details of vacant and filled up Faculty positions, Senior Resident positions and Junior Resident positions against the sanctioned posts are given in Annexure-I.

Out of the 1300 Faculty posts advertised in 2016 and 2015, 301 doctors were empanelled against various Faculty posts in all the six new AIIMS. The Institute-wise details of which are given in Annexure-III.

The Institute wise details of Non-Faculty posts against the sanctioned posts are given in Annexure-II. Recruitment Rules for Non-Faculty Posts have been adopted by the Institute Body of the six new AIIMS recently. Consequently, the recruitment process for Non- Faculty posts at six new AIIMS has been initiated.


(d) to (e) To facilitate expeditious filling up of vacancies, separate Standing Selection Committee (SSCs) have been constituted for each of the aforesaid six AIIMS. The upper age limit for direct recruitment against the posts of Professor and Additional Professor in the six AIIMS has been raised from the present 50 years to 58 years. This will make available experienced willing faculty of various Government Medical Colleges where the retirement age is 58/60 years. Contractual appointment of Faculty is also permitted as a stop gap arrangement. Directors of the Institutes have been delegated administrative power to appoint Additional Professors and Professors on contract basis. There is no proposal under consideration to hire retired professors up to the age of 70 years on contract as Faculty.
