Question : Disabilities Included in Census Survey

(a) the different types of disabilities included in census survey process along with the types of training given to census workers to include different types of disabilities;

(b) whether the Government is aware of underestimation of persons with disability population in the census reports;

(c) if so, the steps the Government is taking to correctly enumerate the number of persons with disability in the upcoming census;

(d) whether the Government has conducted or is planning to conduct special training for census enumerators for correctly recording information about people with disabilities;

(e) if so, the details thereof and if not, the reasons therefor;

(f) whether there is a database/record of persons with disability for Karur Parliamentary Constituency; and

(g) if so, the details thereof and if not, the reasons therefor?

(a): The Questionnaires for the forthcoming Census are finalised in consultation with various stakeholders. Seeing, hearing, speech, mobility,

intellectual and other disabilities including multiple disability are to be collected during forthcoming Census.

(b) & (c): The information recorded in Census is respondent based. As per Census 2011, the total disabled persons in India are 2,68,14,994, constituting 2.2% of the total population. As per Report on National Sample Survey conducted by National Statistical Office, Ministry of Statistics and Programme Implementation during July-December 2018, the persons with disability in India are 2.2%.

(d) & (e): The forthcoming Census is to be the first digital Census and there is a provision for self-enumeration. Adequate training is given to Census Enumerators to ensure complete coverage of people with disabilities in Census. The awareness campaigns are also part of Census Operations.

(f) & (g): As per Census 2011, total number of disabled persons in Karur District of Tamil Nadu are 14,042. Parliamentary constituency-wise data are not maintained.
