Question : Pradhan Mantri National Dialysis Programme

Will the Minister of HEALTH AND FAMILY WELFARE be pleased to state:

(a) whether the Pradhan Mantri National Dialysis Programme (PMNDP) has been implemented in the country and if so, the details thereof, State/UT-wise including Maharashtra;

(b) whether the number of dialysis machines in the country is lesser than the actual requirement and if so, the details thereof;

(c) whether the Government is providing any financial assistance to increase the number of dialysis machines;

(d) if so, the details thereof, State/ UT-wise; and

(e) the steps taken/being taken by the Government to effectively implement PMNDP in the country?

(a): Pursuant to announcement in Union Budget 2016-17 regarding starting of a National Dialysis Programme under the National Heath Mission (NHM) in PPP mode, the ‘Pradhan Mantri National Dialysis Programme’ was rolled out in 2016. Guidelines for ‘Pradhan Mantri National Dialysis Programme’ including model Request for Proposal (RFP) from the private providers have been issued. As per the guidelines, the private partner is envisaged to provide medical human resource, dialysis machine along with Reverse Osmosis (RO) water plant infrastructure, dialyzer and consumables, while the space, power, and water supply within District Hospitals are to be provided by the State Governments. Support under NHM is provided to State/UTs for provision of free dialysis services to the poor.As per information uploaded by respective States/ UTs on the portal for dialysis data, the state wise information including State of Maharashtra is at Annexure-I.
(b): Such information is not maintained at central level.

(c) to (e): Public Health and Hospitals being a State subject, financial and technical support under NHM is being provided to States/UTs for strengthening of their healthcare system including for dialysis services in District Hospitals/public health facilities, based on the proposals received from State/UT governments in their Programme Implementation Plans. The State-wise detail of approvals given for implementation of NHM for Pradhan Mantri National Dialysis Programme is at Annexure-II.
To facilitate quick and easy roll out, Government of India has developed guidelines on National Dialysis Programme.
