(a) Yes, Madam. The Law Commission of India published a Consultation Paper on Capital Punishment in May, 2014 seeking views of the public. It held a one day consultation on 11.7.2015 on the ‘The Death Penalty.
(b) Many renowned expert personalities from across the judiciary, bar, academia, political and public life were invited and there were argument(s) for and against continuance of death penalty. A list of the details of the Participants is enclosed.
(c) The Commission has stated that it is finalizing its report and recommendations on the responses received on the said consultation.
