(a) & (b): National Crime Records Bureau (NCRB) compiles and publishes information on crime in its publication “Crime in India”. Published reports are available till the year 2016. As per data furnished by NCRB, State/UT wise number of cases of trafficking reported and number of children rescued during the years 2014 to 2016 are given in Annex-I and II respectively.

(c): ‘Police’ is a State subject under the Seventh Schedule to the Constitution of India and as such prevention of the crime of human trafficking and crime against children is the responsibility of State Governments. However, the Ministry of Home Affairs (MHA) has been supplementing the efforts of the State Governments by taking various initiatives and measures. MHA has provided financial assistance to all States for setting up Anti Human Trafficking Units and 332 Anti Human Trafficking Units have been set up in various Districts of the States. MHA also provides financial assistance to the States and Judicial Academies in States to hold ‘Judicial Colloquiums’ and ‘State level conferences’ to sensitize police officials, judicial officers and prosecutors about various provisions of law relevant to trafficking and their role in curbing trafficking. Meetings of Nodal Officers of Anti Human Trafficking Units of States & UTs are also convened on periodic basis to sensitize them on human trafficking issues. MHA has also issued various advisories to the States and UTs from time to time on preventing and combating human trafficking. These advisories are available at MHA’s website: www.mha.gov.in.
The Ministry of Women and Child Development implements ‘Ujjawala’ Scheme for Prevention of Trafficking and Rescue, Rehabilitation and Re-integration of Victims of Trafficking for Commercial Sexual Exploitation.

The Target groups and beneficiaries of the scheme are women and children who are vulnerable to trafficking and who are the victims of trafficking. The Ministry of Women and Child Development has developed a National Portal for tracing missing children and for monitoring the progress of children residing in the Child Care Institutions (CCIs) under Juvenile Justice (Care and Protection of Children) Act 2000. Delhi Police has informed that they have adopted a multipronged strategy comprising various measures for ensuring safety of women and children like, Women Helpline, intensive patrolling by Beat Officers, sensitisation and check on public places, identification of placement agencies, special drives for tracing and connecting missing children and rescue operations for children forced into labour etc. For better coordination with neighbouring States, Delhi Police organises inter-state coordination meetings for sharing intelligence and for joint action plan on interstate crime issues.
(d) & (e): The details of Child Care Institutions in Delhi are at Annex-III. The Juvenile Justice (Care and Protection of Children) Act, 2015 and the Model Rules framed thereunder, inter-alia, specify standards of physical infrastructure and maintenance of Child Care Institutions. Maintenance of these Institutions is the responsibility of local Government.
