Question : Homes for Mentally Retarded Children

a) the number of homes being run by the Government for shelterless mentally retarded children along with the average habitation in the said homes, State/UT-wise;
b) the details of medical facilities provided in the said homes for improving their health condition;
c) whether the Government proposes to set up more such homes in near future in the country ;
d) if so, the details thereof; and
e) the steps taken by the Government in this regard?

(a) The Ministry of Women and Child Development is implementing a Centrally Sponsored Scheme, namely, Integrated Child Protection Scheme (ICPS) under which financial assistance is provided to State Governments/UT Administrations for setting up of Child Care Institutions(CCIs) of various types for children in difficult circumstances. ICPS provides additional financial support to the CCIs having children with special needs i.e. children who are either affected by substance abuse or who are mentally or physically challenged. The number of such CCIs, State/UT-wise along with the number of beneficiaries and supported under ICPS is Annexed.

(b) ICPS provides for purchase of specialised equipments and materials like Psychological test materials, training materials for speech and language, teaching materials wheel chairs, crèches, etc.

(c) to (e) The setting up of CCIs are decided by the inter-ministerial Project Approval Board (PAB) constituted under ICPS to consider and approve the financial proposals received from the State Governments/UT Administrations, on the basis of need assessment carried out and requirement projected in the respective proposals.
