Question : Blacklisted NGOs

(a) whether the Government has banned/blacklisted several Non-Governmental Organisations (NGOs) receiving foreign funds;

(b) if so, the details thereof and the total number of NGOs blacklisted during each of the last three years and the current year, NGO and State-wise;

(c) whether the Government has conducted any investigation in respect of
implementation of projects and proper utilisation of funds; and

(d) if so, the details and the outcome thereof?

(a) & (d): The Ministry of Home Affairs is mandated to administer the Foreign Contribution (Regulation) Act, 2010 (FCRA 2010) and Foreign Contribution (Regulation) Rules, 2011 (FCRR 2011) for regulating the receipt and utilization of foreign contribution by the associations/NGOs for charitable purposes. FCRA 2010 and FCRR 2011 came into force with

effect from 01.05.2011. Since then Government has prohibited 69 Organisations from receiving foreign funds. State-wise list of such organisations is annexed at Annexure-I.

As and when inputs are received against an association/NGO for alleged violation of the provisions of the Act, inspection of its records and Accounts are carried out. On the basis of the verifications/inspections and after following due process, charges are framed and penal action is decided as per provisions of FCRA 2010 and FCRR 2011. So far, on account of serious violations, 32 cases have been referred to CBI and 10 cases have been referred to State Police for further investigation and necessary action.
