Question : SETTING UP OF ITIS IN NE



(a) whether the Government has received any proposals with regard to affiliation or opening new Industrial Training Institutes (ITIs) and Centre in the North East (NE) including Assam;

(b) if so, the details thereof and the response of the Government thereto;

(c) whether the Government has also taken any initiatives to provide unemployment benefit programmes such as monthly grants particularly to the educated unemployed tribal youth of the region;

(d) if so, the details thereof and if not, the reasons therefor; and

(e) the various skill development training programmes being initiated by the Government particularly for the Youth of the NE region?

MINISTER OF STATE FOR LABOUR AND EMPLOYMENT (SHRI KODIKUNNIL SURESH)

(a) & (b) Directorate General of Employment & Training (DGE&T), Ministry of Labour & Employment receives proposals for affiliation of ITIs. So far, 71 ITIs have been affiliated to National Council of Vocational Training (NCVT) in 7 North Eastern States including Assam. State-wise details of number of affiliated ITIs is given in annex.

Proposal for establishment of 28 new ITIs has been received from 7 North Eastern States including Assam. The State wise details of number of ITIs proposed by the State Governments is given at annex. Action has been initiated to continue the existing Centrally Sponsored Scheme “Enhancing Skill Development Infrastructure in North Eastern States and Sikkim” by including an additional component for establishment of new ITIs in 7 North Eastern States.

(c) & (d) No unemployment benefit programme has been taken up for the educated tribal youth of the North Eastern region, as Government of India is not in favour of such unemployment doles to unemployed youth. However, Government has been imparting them skills to make them employable.

(e) The following schemes are being initiated for training of youth in North Eastern region.

I. Vocational Training Improvement Project assisted by World Bank.

II. Scheme of Upgradation of 1396 Government ITIs through PPP.

III. Skill Development Initiative Scheme.

IV. Enhancing Skill Development Infrastructure in NE States & Sikkim.
