Question : PMKVY in Karnataka

(a) the details and the status of the Institutes of Eminence (IoE);
(b) whether private Greenfield institutes would be continued to be provided the tag of
IoE as has been the case previously;
(c) whether the goals have been set for the nation to achieve in the Programme for
International Student Assessment (PISA)of 2021;
(d) if so, whether steps are being taken by the Ministry to achieve said goals, at the
Government school levels; and
(e) the training is being imparted to or would be imparted to teachers for the PISA2021
and if so, the details thereof?

(a) & (b): The Central Government, after considering recommendation of University
Grants Commission (UGC) on the report of Empowered Expert Committee, issued
Notifications to 3 Public Institutions namely Indian Institute of Science, Bangalore;
Indian Institute of Technology, Delhi & Indian Institute of Technology, Bombay. Apart
from this, the Government has issued Letters of Intent to 3 Private Institutions namely
Manipal Academy of Higher Education, Karnataka; Birla Institute of Technology &
Science, Pilani under brown field category and Jio Institute under green field category
for setting up/up-gradation of Institution of Eminence Deemed to be University within a
period of 3 years. ‘Institutions of Eminence’ tag can be used by these Private
Institutions only after issuance of Notification by this Ministry declaring them as
Institution of Eminence Deemed to be University.
(c) to (e): The Government of India has decided that India will participate in the
Programme for International Students Assessment (PISA) to be conducted by the
Organization for Economic Cooperation and Development (OECD) in 2021. The PISA
test is to measure education’s application to real-life problems and lifelong learning.
The OECD will undertake contextualization of the tests and translation would be done in
Hindi. The preparations for PISA 2021 have been initiated. An Agreement has been
signed on 28th January, 2019 between Ministry of Human Resource Development and
OECD for this purpose.
