Question : Sagarmala Project

(a) whether the Government proposes to approve the Sagarmala Project envisaging developing port infrastructure along the country’s coast line starting from Gujarat upto the Bay of Bengal linking the Southern ports of the country via eastern coast;
(b) if so, the details in this regard;
(c) the areas in which basic infrastructure is likely to be developed primarily and whether the Government has chalked out any action plan to mobilise financial resources for this purpose; and
(d) if so, the details thereof?

(a)to(d): Yes, Madam. Implementation of the SagarmalaProgramme is being done in accordance with the concept approved by the Government. As part of the programme, a draft National Perspective Plan (NPP) for the comprehensive development of India’s coastline and maritime sector has beenprepared in February, 2016. As part of the NPP, more than 150 infrastructure projects have been identified. These projects have been identified across the areas of Port Modernization & New Port Development, Port Connectivity Enhancement, Port-led Industrial Development and Coastal Community Development.
The implementation of the identified projects related to port modernization, new port development and last mile connectivity to Major Ports is the responsibility of the Ministry of Shipping and Major Ports. For other projects, especially those related to port-led industrial development, the support from State Governments and other Central Ministries will be necessary. The projects identified under the NPP will also be presented in the maiden Maritime India Summit 2016 to be held in Mumbai during 14-16 April, 2016 for attracting potential investors. The projects will be implemented either through PPP mode or through equity support to be provided by Sagarmala Development Company for project specific Special Purpose Vehicle.
