Question : Social Entrepreneurs

(a) the number and details of social entrepreneurs in the country, State-wise;
(b) whether the Government proposes to bring in a law specific to social entrepreneurs;
(c) if so, whether the Government proposes to permit social entrepreneurs with less than three years of experience, to receive financial support through Corporate Social Responsibility (CSR) and if so, the details thereof;
(d) whether the Government proposes to permit for-profit social entrepreneurs to receive financial support through CSR; and
(e) whether the Government proposes to ease the Foreign Contribution Regulation Act provisions for social enterprises so that they can receive funding from international donors and if so, the details thereof?

(a) : As per the input provided by National Institution for Transforming India (NITI) Aayog and Ministry of Skill Development and Entrepreneurship, no data is maintained in respect of social entrepreneurs.

(b) to (d): No such proposal is under consideration.

(e) : As per the input provided by the Ministry of Home Affairs, the Foreign Contribution Regulation Act (FCRA), 2010 and rules made thereunder have sufficient provisions that enable any association to receive and utilize foreign contribution by obtaining FCRA registration certificate or prior permission subject to eligibility as per the Act and rules.
