Question : Procurement of Peanuts

(a) whether National Agricultural Cooperative Marketing Federation of India (NAFED) had procured groundnuts through State Cooperative institutions at Minimum Support Price during the kharif Marketing Season 2013-14;

(b) if so, the details thereof along with the quantity of groundnut procured from various procurement centres of Rajasthan along with outstanding dues pending for payment to farmers by NAFED;

(c) whether it is a fact that outstanding dues of RAJFED (Rajasthan State Cooperative Marketing Federation Ltd.) and Tilam Sangh are yet to be made in addition to outstanding dues pending for payment to farmers; and

(d) if so, the details thereof along with the time by which these outstanding dues are likely to be cleared?

(a) & (b): Yes, Madam. National Agricultural Cooperative Marketing Federation of India (NAFED) had procured a total quantity of 187119.23 MTs of groundnut pods valuing Rs. 748.48 crores (MSP value) of Fair Average Quality (FAQ) specifications during the Kharif Marketing Season 2013-14 in Rajasthan at 17 centres opened for the purpose. The details of centre-wise procurement is Annexed. NAFED has released entire MSP value to RAJFED & Tilam Sangh for its onward payment to the farmers.

(c) & (d): An amount of Rs. 5.34 crores (approx.) and Rs. 9.53 crores (approx.) after statutory deductions are payable to RAJFED & TILAM SANGH respectively. As per the established procedure of NAFED, administrative and incidental charges are paid after satisfactory completion of test checks of the documents and rectification of the shortcomings and CAG audit of the accounts.
