Question : AIIMS

Will the Minister of HEALTH AND FAMILY WELFARE be pleased to state:

(a) the number of All India Institute of Medical Sciences (AIIMS) like Institutions presently functional or under construction in the country, State/UT-wise;

(b) whether the Government proposes to set up AIIMS like Institutions in each State and UT and if so, the details thereof;

(c) the criteria set for selecting the location of each project, progress made with regard to projects under execution and the time by which the work is likely to be completed;

(d) the funds allocated and utilised during each of the last three years and the current year, State/UT-wise; and

(e) the steps being taken by the Government for expeditious completion of above projects in the country?

STARRED QUESTION NO. 69 FOR 24TH JULY, 2015

(a): Six AIIMS like Institutions at Bhopal, Bhubaneswar, Jodhpur, Patna, Raipur and Rishikesh were taken up in the first Phase of Pradhan Mantri Swasthya Suraksha Yojana (PMSSY) and are operational with Out-Patient services and In Patient Department services. Academic activities for MBBS and B.Sc.(Nursing) students are also going on in all six new AIIMS.
Apart from these six AIIMS, one AIIMS at Raebareli which was approved in Phase-II of PMSSY by Central Government is under construction.
(b): Yes. In his address to the Joint Session of Parliament on 9th June 2014, Hon’ble President has already stated the decision of the Government to establish AIIMS like institutes in every State in a phased manner. Taking forward the vision of the Hon’ble President, the Union Finance Minister, in his Budget Speech for the year 2014-15 and 2015-16, has announced to set up 4 (four) and 6 (six) more AIIMS respectively. The details in this regard are enclosed as Annexure-I.
(c): The respective State Government is to identify locations/sites and to provide, free of cost, land measuring approximately 200 Acres. The State Government has also to undertake to provide other infrastructure such as suitable road connection, sufficient water supply, electricity connection of required load and regulatory/statutory clearances. The Central Government has devised and circulated a check list covering various aspects to assist the State Governments for identifying the suitable sites/locations for setting up of AIIMS. After identification of the site(s), Central Team undertakes inspections of the site(s) suggested by the State Government with a view to ascertaining the suitability of the site(s) offered, for establishing AIIMS. Thereafter, the findings and recommendation of the Central Team are considered and the location is finalised.
The progress of the AIIMS projects under execution is given in Annexure-II.

(d): The details of allocation made and expenditure incurred by different AIIMS during each of the last three years and the current year are given in Annexure-III.

(e ) Following steps have been taken by government for expeditious completion of new AIIMS project:

For on-going projects in Phase-I, the power for grant Extension of Time(EOT), shifting of milestones and levy compensation has been delegated to Empowered Review Committee (ERC) of individual AIIMS to expedite contractual matters

Similarly, power of approving deviation in contracts taking inputs from NIT/IIT has also been given to Empowered Review Committee of individual AIIMS to expedite works.

Project Monitoring Committee (PMC) headed by Secretary, HFW, has been monitoring progress of the projects.
