Question : PMAY Houses in Rajasthan

(a) the eligibility criteria for selecting families under Pradhan Mantri Awas Yojana in urban areas;

(b) the number of eligible families allocated funds for the construction of houses under the scheme along with the year-wise details thereof, State-wise;

(c) the total number of houses constructed/to be constructed under the said schemes in Rajasthan, district and scheme-wise details thereof;

(d) whether instead of selecting eligible families benefits are being given arbitrarily due to administrative carelessness and dictatorship in many districts in Rajasthan and if so, the details thereof;

(e) whether any list of eligible families under these two schemes have been published and if so, the district-wise details thereof; and

(f) whether the Government has any proposal to select only actual eligible families for proving benefits of the schemes and if so, the details thereof?

(a) The eligibility criteria for selection of beneficiaries under Pradhan Mantri Awas Yojana (Urban) are as under:

(i) A beneficiary family will comprise husband, wife, unmarried sons and/ or unmarried daughters.

(ii) The beneficiary family should not own a pucca house (an all-weather dwelling unit) either in his/her name or in the name of any member of his/her family in any part of India.

(iii) Further, such person with pucca house having built-up area less than 21 square meter (sqm) may be included for enhancement of existing dwelling units upto 30 sqm. However, if enhancement is not possible on account of lack of availability of land/space or any other reason, she/he may get a house under the PMAY(U) elsewhere.

(iv) An adult earning member (irrespective of marital status) can be treated as a separate household;
? Provided that he / she does not own a pucca (an all-weather dwelling unit) house in his / her name in any part of India.

Provided also that in the case of a married couple, either of the spouses or both together in joint ownership will be eligible for a single house, subject to income eligibility of the household under the scheme [EWS – upto Rs. 3,00,000,

Lower Income Group(LIG) - from Rs. 3,00,001 to Rs. 6,00,000, Middle Income Group (MIG) (for Credit Linked Subsidy Scheme only) MIG-I – from Rs. 6,00,001 to Rs. 12,00,000 and MIG-II – from Rs. 12,00,001 to Rs. 18,00,000].

(b) State/Union Territory-wise details of number of beneficiaries for whom houses have been sanctioned along with year-wise Central Assistance sanctioned/allocated so far, under the Scheme are at Annexure-I.

(c) District-wise details of houses sanctioned, grounded for construction, completed and to be constructed in the State of Rajasthan are at Annexure-II.

(d) to (f): No, Sir. Land and colonization are State subjects. Identification of beneficiaries is done by States/UTs based on the eligibility criteria provisioned in the Scheme. District-wise demand of housing as indicated by the State Government of Rajasthan so far, is at Annexure-III.
