STATEMENT REFERRED TO IN PARTS (a) TO (c) OF THE REPLY TO
THE LOK SABHA STARRED QUESTION NO.226 FOR 30.07.2002 ASKED
BY SHRI PAWAN KUMAR BANSAL REGARDING FAKE TECHNICAL AND
PRIVATE ENGINEERING COLLEGES
âAs per the All India Council for Technical Education (AICTE) Act 1987, AICTE has the power to grant approval for
starting new technical institutions and for introduction of
new courses or programmes in consultation with the agencies
concerned. Further, as per the Regulations notified by
AICTE in exercise of its powers in the Act, approval of
AICTE is required for establishment of any new technical
institute and for introduction of any course or Programmes/
increase in intake thereof. AICTE does not have details on
the number of technical institutes in the country that may
be conducting technical courses without obtaining its
approval. Admissions to technical institutions are made
by State Level Committees that allocate students only to the
AICTE approved institutes. Thus, unapproved institutes, if
any, would not have any place for admission of students
through the State Level Committees. However, as soon as the
existence of any unapproved technical institutes comes to
the notice of AICTE, notices are served on them. Both the
AICTE and UGC have set up Cells for Prevention of
Malpractices to curb incidents of such violations. For
Public awareness / information of students, list of approved
institutions has been made available in AICTE website in
addition to printed directories of approved institutions
available at its Headquarters, Regional Offices and in the
Directorate of Technical Education in the States / UTs.
AICTE also issues public notices in leading newspapers
cautioning the students not to take admission in unapproved
technical institutes.â
