(a) the number of posts of Deputy Secretary in the Central Secretariat cadre lying vacant as on date;
(b) whether the Government has made any efforts to fill up these vacant posts;
(c) if so, the number of Under Secretaries who have become eligible to be promoted to the post of Deputy
Secretary by June, 2013; and
(d) the number of posts which have become vacant due to retirements during the last year and the current
year till July, 2013 that are likely to be filled up?

(a) & (b): Out of the sanctioned strength of 600 in the grade of Deputy Secretary/Director/Joint Secretary
(In-situ), there are at present 298 substantive vacancies. These vacancies have been filled up by promotion of
Under Secretaries as Deputy Secretary on ad-hoc basis. Therefore, no post of Deputy Secretary of CSS is lying
vacant at present.
(c): By June, 2013, there are 384 Under Secretaries who have become eligible for consideration for promotion
to the grade of Deputy Secretary.
(d): 178 retirement vacancies of Deputy Secretary/Director from January, 2012 to July, 2013 have already
been filled up by promoting Under Secretaries on ad-hoc basis.
