Question : Accountability for Teachers

(a) whether the Government has any plan to introduce accountability for teachers of
Universities/Colleges in the country;
(b) if so, the details thereof along with the names of the details of the institutions where
teachers would come under accountability in first phase in this regard;
(c) whether the private colleges and deemed universities, technical arts & science
colleges would come under the said Plan; and
(d) if so, the details thereof?

(a) to (d): Yes, Madam. The University Grants Commission (UGC), as per the UGC Act,
1956, is responsible for promotion and co-ordination of University education,
determination and maintenance of standards of teaching, examination and research in
Universities. The UGC has notified the UGC (Minimum Qualifications for Appointment of
Teachers and other Academic Staff in Universities and Colleges and Measures for the
Maintenance of Standards in Higher Education) Regulations to ensure accountability of
teachers so as to maintain, inter-alia, standard of teaching in Higher Education
Institutions. These regulations prescribe Academic Performance Indicators (API) and
associated minimum criteria for appointment and promotion of the teaching faculties in
Universities/Colleges. These regulations are mandatory in nature which apply to every
University established or incorporated by or under a Central Act, Provincial act or a State
Act, every institution including a constituent or an affiliated College recognized by the
UGC, in consultation with the University concerned and every institution deemed to be a
University.
