Question : Corruption in NCTE

(a) whether the Government has received many complaints alleging rampant corruption in the National Council for Teacher Education (NCTE);

(b) if so, the details of such complaints reported during the last three years and the current year, year-wise;

(c) whether any action has been taken against the officials who have been found involved in corrupt practices;

(d) if so, the details thereof; and

(e) the corrective measures taken by the Government in this regard?

(a) & (b): The complaints regarding the National Council for Teacher Education (NCTE) received in the Ministry from time to time are addressed as per the established procedure. Separate statistics on complaints regarding corruption is not maintained, since the complaints vary widely in substance and relevance. However, each is processed as appropriate.
(c) to (e): After reconstitution of the NCTE in May 2013, a vigilance wing has been established in NCTE headed by Chief Vigilance Officer to look after the vigilance cases against the officers/officials of NCTE and in its Regional Offices. The Vigilance branch takes necessary measures in the cases of irregularities that come to their notice.
In order to ensure transparency in the functioning of the NCTE, several steps have been initiated such as the online submission of applications for grant of recognition, on-line payment of fees and processing of applications in chronological order, etc. The NCTE has also instituted systems for the on-line disclosure of information by recognized institutions and the on-line viewing of different stages of processing of their applications, etc. In addition, a Grievance Redressal Cell working with toll free number has been launched by the NCTE to bring more transparency and provide clarification to the caller about issues pertaining to the Council.
