(a): Ministry of Home Affairs has been implementing the Coastal Security Scheme (CSS) in phases (five years each) with the objective of strengthening the infrastructure of the State Marine Police Forces for patrolling and surveillance of the areas particularly, shallow waters close to the coastline. The Phase-I of the Scheme commenced from 01.04.2005 initially for five years, which was extended up to 31.03.2011. The Phase-II of the Scheme commenced from 01.04.2011 is presently under implementation.
Under the Phase-I of the Coastal Security Scheme, 73 Coastal Police Stations (CPSs) were set up, whereas under Phase-II, 131 CPSs have been sanctioned. All the CPSs sanctioned under Phase-I and 85 CPSs out of the 131 CPSs sanctioned under Phase-II of the Scheme are functional. No Jetty was sanctioned under Phase-I of the Scheme and under the Phase-II, 60 Jetties have been sanctioned out of which one jetty is under construction. The Jetties will be located close to the CPSs. The list of CPSs sanctioned under both the Phases of the CSS is annexed.
(b) & (c): Yes, Madam. Since 2009, the Indian Coast Guard has been conducting Community Interaction Programmes (CIPs) for the fishermen throughout the year in co-ordination with the State Fisheries and other stake-holders to sensitise them to act as the ‘eyes and ears’ of the enforcement agencies in providing valuable information for enhancing the coastal security and a total number of 2435 interaction programmes have been conducted so far.
In addition, the State Marine Police personnel have been visiting the coastal villages to sensitise the fishermen on the possible threats from the sea and their role towards strengthening the coastal security.
