Question : Swadhar Greh


(a) the number of Swadhar Greh established by the Government so far, State-wise details;
(b) the steps taken to popularise the address and contact details of these Swadhar Greh;
(c) the current occupancy levels in all such already established and running Swadhar Greh;
(d) the funds allocated/released and utilised under the Swadhar Greh scheme during the last four years;
(e) whether the State Level Monitoring Committees have been set up and meetings have been conducted as per the guidelines in all States/UTs, if so, the details thereof;
(f) the number of meetings conducted since the launch of the scheme and action taken based on Quarterly progress reports of implementing agencies, State/UT-wise;
(g) whether the residential facilities in some States/UTs under this scheme, are catering to more beneficiaries than the sanctioned capacity; and
(a) if so, the details of measures being taken by the Ministry to expand the capacity under the said scheme?

(a) The Swadhar Greh Scheme targets women victims of unfortunate circumstances who are in need of institutional support for rehabilitation so that they could lead their life with dignity.The State-wise details of number of Swadhar Greh established by the Government as on 25.11.2019 is at Annexure.

(b) The Swadhar Greh Scheme is a Centrally Sponsored Scheme, and the implementing agency is bound to display in capital letters, the name, telephone numbers and address of the Swadhar Greh and amount earmarked for each of the items/components/services besides name and telephone numbers of District level officers concerned, along the facilities available in the Swadhar Greh in the local language, at a prominent place in

the Swadhar Greh. Further, steps taken to popularize the address and contact details of the Swadhar Grehs through contact programmes, print/electronic networking with NGOs, Police and other stakeholders.





(c) The current occupancy level in all such already established and running Swadhar Greh is 12,798.

(d) Funds allocated/released and utilised during the last four years is as under:

* Prior to year 2016-17, grant had been released to implementing agencies on reimbursement basis.

(e) & (f) As per the guidelines, the Secretary in–charge of Social Welfare/ Department of Women and Child Development in the State Government/UT Administration is the Chairperson of the State/ UT Administration Level Monitoring Committee for the scheme. The other members of the Committee are nominated by the Secretary. As per the guidelines, the committee shall meet at least twice a year and monitor the projects.

(g) & (h) As per the guidelines of the Scheme, Swadhar Greh is set up for 30 inmates capacity. However, the capacity of Swadhar Greh can be expanded upto 50 or 100 on the basis of need assessment and other important parameters.
