Question : Technical Training in Civil Aviation Sector

(a) the steps taken by the Government to provide skill development/technical training to augment the skills of available manpower in the civil aviation sector; and
(b) whether the Government proposes to devise tailor made technical courses for skill development, training and research, in consultation with the private sector to match the high demand for good technical talent in the civil aviation sector and if so, the details
therefor?

(a) and (b) The Ministry of Civil Aviation and its attached offices have undertaken several initiatives in skill development/ technical training to augment the skills of the available manpower in the civil aviation sector. All such initiatives have been designed in consultation with the private sector. Some of the initiatives are as listed below.

The Airports Authority of India (AAI) has signed two tripartite MoUs with the National Skill Development Corporation (NSDC) and National Skill Development Fund (NSDF) for setting up of Multi Skill Development Centres at Chandigarh and Mumbai. 1681 candidates have been trained in Chandigarh and 720 in Mumbai in a span of three years.

The job roles identified for skill development at the Chandigarh and Mumbai centres are:
(i) Airline Customer Service Executive
(ii) Airline Reservation Agent
(iii) Airline Cargo Assistant
(iv) Airline Ramp executive
(v) Airline Flight Load Controller
(vi) Airline Security Executive
(vii) Airport X Ray Qualified Staff
(viii) Airport Facility Services
(ix) Airline Baggage Handler

The Indian Aviation Academy (IAA) is a joint venture of the Airports Authority of India (AAI); Directorate General of Civil Aviation (DGCA) and Bureau of Civil Aviation Security (BCAS). IAA imparts training to employees of aviation stakeholders to augment their knowledge and skills. Some of the technical training programmes conducted by Indian Aviation Academy are: Aviation Safety Management System, Aviation Security, Dangerous Goods Regulation (DGR), induction and discipline-specific training for operation, engineering, HR, Finance employees and International Civil Aviation Organization (ICAO) standard training packages (STP) etc.;

The Indira Gandhi Rashtriya Uran Akademi (IGRUA), Amethi, UP is India''s largest Flying Training Organisation (FTO) established in 1986. Entry of cadets at IGRUA is being done through a national level examination. It has now started providing training in drone operations since 2021. In addition there are 33 other FTOs across the country. Nine more FTOs are likely to be established by the private sector at AAI airports during 2022-23.

Rajiv Gandhi National Aviation University (RGNAU), Amethi, UP started its first batch in August 2019. RGNAU is offering the following courses in collaboration with aviation stakeholders:
(i) Post Graduate Diploma in Airport Operations (PGDAO);
(ii) Bachelor of Management Studies (BMS) - Aviation & Cargo
(iii) Basic Fire-Fighter Course (BFFC);
