(a) whether any guidelines have been issued to the Union Government and the State Governments to prepare Special Component Plan (SCP) to ensure allocation of fund in proportion to the percentage of population and to check diversion of fund as well as utilization of fund as per requirement; and
(b) if so, the details thereof?

(a) & (b): As per recommendations of Dr. Narendra Jadhav Committee constituted by the erstwhile Planning Commission in 2010, the earmarking of funds for all the Central Ministries/Departments taken together should be at least 16.2% of the total plan outlay under SCSP.
As per recent guidelines of NITI Aayog, percentage of earmarking should not be less than 50% of the population proportion or at least in the proportion of SC population to the total population of the country whichever is higher.
