Question : Monitoring of Utilization of Funds

(a) whether any peoples'' representative is involved in monitoring of utilization of funds provided to the Non-Governmental Organisations (NGOs) under the Sarva Shiksha Abhiyan;
(b) if so, the details thereof during the last three years and the current year;
(c) if not, the reaction of the Government thereto;
(d) whether the sanctioning authority has also been assigned the duty of monitoring utilization of funds; and
(e) if so, the details thereof and the reasons therefor?

(a) to (c) : Under the Innovative and Experimental Education scheme, assistance is provided to Non-Governmental Organsations (NGOs) by the national level Grant-in-Aid Committee (GIAC) of the Sarva Shiksha Abhiyan (SSA). The Joint Evaluation Team (JET) comprising one representative each from the GIAC, the State and the Department assesses and monitors the implementation status of the project and gives its recommendations on further support to the project. District Level Monitoring Committee (DLC) chaired by the seniormost Member of Parliament (Lok Sabha) from the district, has been constituted to monitor the implementation of various programmes, including SSA.

(d) & (e): Yes, Madam. The sanctioning authority monitors the utilization of funds after obtaining the Utilization Certificates (UCs), duly signed by the Chartered Accountant, from the Non-Governmental Organisations. Subsequent grants to NGOs are released based on the evaluation report from the JET, UCs and statement of audited accounts.
