Question : Setting up of Medical College

(a) the criteria for setting up new medical colleges in the country;
(b) the number of medical colleges set up during the last five years along with the number of seats approved in said colleges, State/UT-wise including Madhya Pradesh;
(c) whether academic session has been started in all the said colleges, if not, the time by which the same is likely to be started;
(d) whether the Government proposes to set up medical colleges in every district in Government and Private sectors including tribal areas particularly in Jhabua, Madhya Pradesh;
(e) if so, the details thereof, State/UT-wise including the time by which the said colleges are likely to be set up and if not, whether the Government will consider setting up of said colleges; and
(f) whether the Government has any proposal to relax the minimum marks for MBBS admission, if so, the details thereof?

(a) Minimum Requirements for Annual MBBS Admissions Regulations, 2020 of National Medical Commission (erstwhile Medical Council of India) stipulates criteria for setting up of new medical colleges which indicates requirement of faculty, beds, infrastructure, etc.
(b) & (c) The State-wise details of functional medical colleges along with MBBS seats available in the country in 2016-17 and in 2021-22 are at Annexure-I.
(d) & (e) The Ministry of Health & Family Welfare administers a Centrally Sponsored Scheme (CSS) for ‘Establishment of new Medical Colleges attached with existing district/referral hospitals’ with preference to underserved areas and aspirational districts, where there is no existing Government or private medical college. Under the Scheme, 157 new medical colleges have been approved in three phases and 71 are already functional. The details are at Annexure-II. No proposal was received from State Government of Madhya Pradesh for establishment of a medical college at Jhabua district. As per the Scheme guidelines, the State Government is the implementing agency and the planning, execution and commissioning of the project is done by the State Governments.
(f) Graduate Medical Education Regulations of National Medical Commission (erstwhile Medical Council of India) provides for a single eligibility cum entrance examination namely ‘National Eligibility-cum-Entrance Test (NEET) for admission to MBBS course’ and minimum passing marks for this exam. The said regulation also has the provision for lowering the minimum marks by the Government when sufficient number of candidates belonging to respective categories fail to secure prescribed minimum marks for any academic year. There is no such proposal.
