Question : ESI Hospital

(a) the details of ESI hospitals which are in dilapidated condition, State-wise in the country and the steps taken for improving their conditions along with the budget allocated and utilised for the purpose;
(b) the details of new ESI hospitals proposed for construction in the country, State-wise and the total budget allocated for them in the current year;
(c) whether the Government proposes to open ''model hospitals'' other than ESI, particularly in backward and tribal areas in the country including Gujarat, in order to provide quality medical facility to labourers and if so, the details thereof and the budgetary allocations made in this regard; and
(d) whether the Government has any plan to extend coverage under ESI medical facilities to more number of workers in different sectors and if so, the details thereof?

(a): The state-wise details of Employees’ State Insurance (ESI) Hospitals in dilapidated condition and steps taken for their improvement alongwith budget allocated/utilized is at Annexure-I.

(b): The State-wise details of new ESI hospitals which have been approved in-principle for setting up is at Annexure-II. Total funds to the tune of Rs. 2000 Crore (approx.) is to be allocated for these proposed ESI Hospitals.
(c): So far as labourers are concerned, the ESIC has been mandated to provide medical care through hospitals operated by ESIC or State Governments. The ESIC has already established 20 Model Hospitals through which quality medical facilities is being provided. In addition, ESIC is also providing super-speciality medical services through tie-up arrangement with Private Hospitals.

(d): Section 73A to 73F of ESI Act, 1948 provides for medical facilities for “other beneficiaries” on payment of “User Charges” where the ESIC hospitals are under utilized. Accordingly, a decision has to be taken with due deliberation before extending medical facilities to selected group of workers in selected areas on monthly payment of user charges.
