Question : HANDLOOM WEAVERS



(a) whether large number of handloom weavers are there in Champa, Raigarh, Chandrapur, Dhuri etc. in Chhattisgarh State;

(b) if so, the details thereof;

(c) whether the Union Government is implementing any schemes for the improvement in the financial conditions of handloom weavers and to provide them adequate employment;

(d) if so, the details of the schemes being implemented for the welfare of weavers; and

(e) the funds released for the implementation of such schemes during the last three years and the current year?

(a) & (b): As per the Handloom Census 2009-10, district-wise number of handloom weavers in the State of Chhattisgarh are as under:-

 District	Number of handloom weavers BILASPUR	571 DHAMTARI	157 DURG	556 JANJGIR-CHAMPA,	3,310 including CHANDRAPUR KORBA, including CHURI	74 RAIGARH	381 RAIPUR	1,745 RAJNANDGAON	1,397 

(c) & (d): The Government of India, Ministry of Textiles through Office of the Development Commissioner for Handlooms has been implementing following schemes across the country, including Chhattisgarh for overall development of the handlooms and welfare of weavers:

1) National Handloom Development Programme

i) Comprehensive Handloom Development Scheme

ii) Revival, Reform & Restructuring Package

2) Handloom Weavers Comprehensive Welfare Scheme

3) Yarn Supply Scheme

(e): During the last three years and the current year (till October, 2014), a sum of Rs. 7.52 crore has been released to the Chhattisgarh State under the Comprehensive Handloom Development Scheme. Under the Revival, Reform & Restructuring Package, a sum of Rs.12.42 crore has been released to Chhattisgarh State through NABARD. Under the Handloom Weavers Comprehensive Welfare Scheme, claims of Rs. 0.49 crore were settled. Under the Yarn Supply Scheme, yarn worth Rs. 145.68 crore supplied to the handloom weavers/ agencies of Chhattisgarh.
