Question : Setting up of KVKs

(a) whether approval for seven new Krishi Vigyan Kendras at various regions in Chattisgarh is pending with the Union Government;

(b) if so, by when this approval is likely to be accorded;

(c) the time by which the pending amount of interim allocation under Rashtriya Krishi Vikas Yojana (RKVY) and the allocation sanctioned for the sub-scheme of Green Revolution Extension would be released to Chhattisgarh; and

(d) the time by which the action plan for the current year under the Sub-Mission on Plant Protection and Plant Quarantine (SMPP) would be approved and amount released to Chhattisgarh?

(a) & (b): There is a provision for establishment of eight new Krishi Vigyan Kendras in Chhattisgarh. These districts are Balod, Sukma, Kondagaon, Raipur, Mungeli, Surajpur, Bemetara and Durg. The sanctioning of KVKs is based on the receipt of proposals for making available the required land.

(c) Release of II installment of funds to the State is subject to furnishing of:-

(i) 100% UCs for the funds released up to previous financial year.
(ii) Expenditure of 60% funds released in first installment during current year; and
(iii) Submission of physical and financial achievements.

(d) A proposal of Rs.40.05 lakhs has been received from the Govt. of Chattisgarh under the Strengthening and Modernization of Pest Management Approach (SMPMA) Scheme for strengthening of the State Pesticide Testing Laboratory (SPTL). Since, the proposal was deficient in respect of the Utilization Certificate for the grant-in-aid released during 2012-13, the same has been communicated to the state Govt. and reply is still awaited.
