Question : NEW TECHNOLOGY TO DEVELOP BIO-MASS ENERGY



(a) whether the Government have any proposal to implement new technology to develop bio-mass energy production in the country during the Tenth Plan period;

(b) if so, the details thereof;

(c) whether there is a vast scope to develop bio-mass energy in the country;

(d) if so, whether the Government have formulated any plan to tap the potentiality in this area;

(e) if so, the details thereof; and

(f) if not, the steps taken by the Government in this regard particularly in the State of Karnataka and Andhra Pradesh?

(a) & (b): Yes, Sir. A target of 775 MW has been fixed for bio-mass power projects for the Tenth Five Year Plan. The projects will be based on various bio-mass conversion technologies including direct combustion, cogeneration and gasification.

(c): A total biomass power potential of 19500 MW has been estimated for the country.

(d) & (e): An aggregate capacity of 537 MW has already been in the country comprising of biomass power projects of 180 MW capacity, bagasse cogeneration projects of 304 MW surplus capacity, and biomass gasification projects of 53 MW capacity. In addition, a capacity of 587 MW is under implementation. A capacity addition of 138 MW is planned for 2003-04.

(f): Central Financial Assistance is provided for setting up of biomass energy projects in variuos States, including Karnataka and Andhra Pradesh. Financial incentives are provided for preparation of Detailed Project Reports, awareness creation and training. Fiscal incentives including accelerated depreciation and relief from taxes and duties, are also being provided. Term loans are available from Indian Renewable Energy Development Agency (IREDA). Policies have been announced by the States for providing grid connectivity and purchase of electricity from these projects.
