Question : Waste Management

Will the Minister of URBAN DEVELOPMENT be pleased to state:

(a) the estimated quantum of sewage, solid waste and garbage being generated in urban areas in the country, city and State-wise and the quantum in terms of percentage being treated before disposal;


(b) the mechanism put in place by the Government for proper collection, transportation, processing and disposal of solid wastes and treatment of sewage before disposal;


(c) whether the Government proposes to implement new technologies in solid waste management in urban bodies and set up new sewage treatment plants and if so, the details thereof and the action taken/being taken by the Government in this regard;

(d) whether the Government has received requests from States for financial or technical assistance for setting up treatment facilities during the last three years and the current year; and

(e) if so, the details thereof, city and State-wise and the action taken/being taken by the Government thereon?

(a): The total sewage generation in urban areas (Class-I & II cities) is 38,254 MLD against the treatment capacity of 11,787 MLD, i.e 31%. The state-wise details are at Annexure-I. In urban areas against the generation of 1.43 lakh metric tons of solid waste, the 1.17 lakh metric tons of waste (82%) is collected and 18% remains littered in the cities/towns daily. Out of the total generation of waste only 32,871 tons of waste (23%) is processed daily. State wise details are at Annexure –II.

(b) & (c): In this regard Government of India has launched “Swachh Bharat Mission” (SBM) on 2nd October, 2014, “Atal Mission for Rejuvenation and Urban Transformation (AMRUT)” and “Smart City Mission” on 25th June, 2015. The SBM provides to make the country clean by 2nd October, 2019 from the point of view of Solid Waste Management whereas the other Missions require the State Government to set up new sewage treatment plants as per their requirement. In addition, Ministry of Urban Development supplements the efforts of State Governments/ULBs for efficient waste and sewage management by issuing guidelines/advisories/Mannuals from time to time.

(d) to (e): The requests from states including NE region for financial or technical assistance for setting up treatment facilities have been received during the last three years and current year. The details thereof (Cities and State-wise) and the action taken by the Government are at Annexure –III & IV respectively.
