Question : National Policy on Statistics

(a) whether the Ministry conducts quality checks on data to address the data quality issues with regard to various surveys and vetting the information collected;

(b) whether the Ministry is planning on increasing the sample size of the surveys to improve accuracy and if so, the details thereof;

(c) the other steps taken by the Ministry to ensure the availability of timely and credible social and economic data; and

(d) whether the Ministry plans to unveil a National Policy on Statistics and if so, the details thereof?

(a): There is a system of quality checks to address the data quality issues with regard to various surveys conducted by this Ministry. These quality checks are done in different stages such as (i) during the process of data collection through effective supervision, (ii) immediately after the completion of field work, (iii) after transcription of data to the electronic mode and (iv) after generation of tables based on the data collected. The Ministry follows a rigorous procedure for validating the data collected through different surveys.

(b): Assessment of appropriate sample size for different surveys undertaken by the Ministry is systematically done with the consultation of subject matter expert at the design stage of the surveys keeping in view the efficiency of estimates and availability of manpower & other resources.

(c): The Ministry regularly brings out different macro-economic aggregates and indicators. The statistical processes involved in producing such estimates are open, transparent and in line with the best international practices and standards. The processes are evolved after detailed deliberations in various technical committees and the recommendations thereon are placed in the public domain. The Ministry has also adopted the United Nations Fundamental Principles of Official Statistics to further strengthen the professional independence, impartiality, accountability and transparency in methods of collection, compilation and dissemination of official statistics.

The Ministry has also taken several other steps to improve the quality and timely availability of survey data by increased use of information technology for data capture and processing.

(d): Yes Sir. The Ministry has formulated a Draft National Policy on Official Statistics and has held consultations with various stakeholders.
