(a)&(b): Yes, Madam. The Government has formulated a “Project for Livelihoods in Full Employment under Mahatma Gandhi National Rural Employment Guarantee Act (Project LIFE-MGNREGA)” in April 2015. The project has been formulated in consultation with Deen Dayal Upadhaya Grameen Kaushalya Yojna (DDU-GKY) and National Rural Livelihood Mission (NRLM).
The Project LIFE-MGNREGA aims at promoting self reliance and improving the skill base of the MGNREGA workers, and thereby improving the livelihood of the MGNREGA workers, so that they can move from current partial employment to full employment. All State Governments have been advised to prepare the plan in this regard.
(c)&(d): The Government has, at present, decided to focus on one willing member of each job card holder family, who have completed 100 days of work under Mahatma Gandhi National Rural Employment Guarantee Act during 2014-15, for skill development training. Accordingly, States have been requested to survey the targeted households for their willingness to be skilled and choice for skilling.
5, 25, 067 households out of surveyed 9, 71,246 households have given their willingness as well as choice for skilling till 27th July, 2015. The number households that can be skilled will depend on the training capacities available in each State. States have been asked to prepare their annual action plan. These annual action plans will be scrutinized and sanctioned in Empowered Committee Meeting scheduled to be held from 10th to 13th August 2015.
