(a) & (b) The Concession Agreement for Kishangarh-Udaipur-Ahmedabad including Udaipur Bypass was signed with M/s GMR and financial closure was achieved. However, Appointed Date of the project could not be declared on account of pending conditions precedent on the part of NHAI and Concessionaire. Subsequently, the Concessionaire issued a notice of its intention to terminate the Concession Agreement and filed a petition in the Hon’ble Delhi High Court on 26.12.2012 and obtained ex-parte order to maintain the status quo on performance security. After several hearings, the Hon’ble High Court dismissed the petition of the Concessionaire and the injunction from invoking the performance guarantee was denied to him. Thereafter, the Concessionaire approached the division bench of Delhi High Court and after several hearings, the Hon’ble High Court dismissed the appeal vide its order dated 26.2.2016.
(c) Yes, Madam. NHAI has received Request for Qualification (RFQ) applications for Package I (Kishangarh to Gulabpura), Package II (Gulabpura to end of Chittorgarh Bypass) & Package III (End of Chittorgarh bypass to start of Udaipur Bypass) on 24.02.2016 on BOT mode and the same are under evaluation. For Package IV (Udaipur Bypass), RFQ cum Request for Proposal (RFP) application on Hybrid Annuity mode has been invited.
(d) Works are targeted for award during Financial Year 2016-17 and completion during Financial Year 2019-20.
(e) All clearances have been obtained and notification under 3 (D) for Land Acquisition published.
