Question : Saur Sujala Yojana

(a) the salient features of Saur Sujala Yojana, its present status and the details of the States covered under this Yojana so far, State/UT-wise;
(b) whether the Union Government is planning to cover some more States under this Yojana and if so, the details thereof and the time by which they are likely to be covered;
(c) whether the Union Government has received any proposals from some of the States seeking to be covered under this Yojana and if so, the details thereof along with the action taken by the Union Government in this regard;
(d) the details of the funds sanctioned, allocated and utilised under this Yojana, State/UT-wise;
(e) the details of the targets set and achievements made under this Yojana so far along with its response, State/UT-wise; and
(f) whether any financial assistance is being provided to farmers to purchase solar irrigation pumps under the scheme and if so, the details thereof?

(a) to (f): Saur Sujala Yojana is a scheme of the Government of Chhattisgarh. It was launched in 2016-17 with an objective to install 51,000 solar pumps by 2019. The year-wise target has been fixed as 11,000 for 2016-17, 20,000 for the year 2017-18 and 20,000 for the year 2018-19. Under the scheme, the state government provides 65% subsidy apart from Central Financial Assistance of 30% with the user contribution of only 5%.
The Government of India has launched solar pump scheme under Off-grid and Decentralized Solar Applications Programme during the year 2014-15, with a CFA of 30% of the cost of the system. Under this scheme, allocations have been made to the states based on their demand. The present status of this scheme and details of the states covered and funds released to them so far are given at Annexure-I.
The Ministry of New & Renewable Energy (MNRE) has allotted 10,000 solar pumps with a Central Financial Assistance of Rs. 151.87 Crore to Chhattisgarh in the year 2016-17. Further, 5000 pumps have been allocated to Chhattisgarh for the year 2017-18.
Since, Saur Sujala Yojana is a state scheme, inclusion of other states in this programme does not arise. However, it is to be stated that seventeen states have so far requested to be covered in the solar pump scheme of MNRE and they have been included and given allocations as can be seen in Annexure-I.
