Question : QUOTA OF SPORTS PLAYERS



(a) the criteria fixed for appointment of sports players in all Ministries/Departments including Public Sector Undertakings;

(b) whether the Government propose to set up a Sports Academy to encourage and provide training to the poor but talented youth free of cost in the country;

(c) if so, the department-wise quota fixed for the same, State-wise; and

(d) if not, the reasons therefor?

(a) Under the existing order of Department of Personnel and Training 5% vacancies are filled up by outstanding sportspersons in Group `C` and `D` posts after relaxing the recruitment rules in various Government Ministries/ Departments/Undertakings.

(b) Government has introduced a new Scheme of State Sports Academy for implementation during the Tenth Five Year Plan period. The main objective of the Scheme is to select the best available talent in sports between the age group of 10-13 years as well as the top performers in State/National competitions in the age group of 10-18 years and to prepare and groom them over the years for winning medals for the country at the international level.

The Scheme envisages collaboration by the Central Government, State Government/UT Administration and a Sponsor . The financial assistance to the Academy in respect of capital and non-recurring costs is to be shared between the Sponsor, the Central Government and the State Government in the ratio of 51:25:24 subject to the Central Government contribution being restricted to
(i) a maximum of Rs. 218 lakhs or 25% of the capital/non-recurring cost whichever is less and
(ii) recurring grant being restricted to 25% of actual recurring cost subject to maximum of Rs. 17 lakhs per annum for a period of three years.

(c) There is no Department-wise/State-wise quota fixed .

(d) The department and state wise cadres are not feasible keeping in view the varied geographical presence and the combined cadres in various Ministries/Departments/PSUs.
