Question : Training to Youths

(a) whether the Government has achieved the aims and objectives of National Policy for Skill Development and Entrepreneurship, 2015 and whether the funds allocated is sufficient for implementation;

(b) the total number of Skill India Programmes being run by Government in the country at present for encouraging skill development for youth and women;

(c) the progress made so far in the development of National Skill qualification framework to bring uniformity in the industrial training;

(d) whether the Government plans to link skill development with the primary education and middle education and colleges and universities;

(e) whether the Government has prepared any action plan for making the youth living below poverty line skilled and preparing them in accordance with the demand of the labour market and if so, the details thereof; and

(f) the measures being taken by the Government for the development of technical knowledge and skill graduates and post graduates in the country?

Answer given by the minister

(a) to (f) The National Policy for Skill Development and Entrepreneurship, 2015 provides an umbrella framework for all skilling activities including skill development schemes/programmes being carried out in the country. A total of 1947 Qualification Files have been aligned to National Skills Qualification Framework (NSQF) across various sectors and Schemes.

To encourage skill development for youth including women, the Ministry of Skill Development and Entrepreneurship implements the Pradhan Mantri Kaushal Vikas Yojana (PMKVY), under which short term training is imparted to help the youth to become employable and earn their livelihood. In addition, Model Skill Centres namely Pradhan Mantri Kaushal Kendras (PMKKs) are envisaged in every district for imparting skill training to youth through PMKVY. Long term training is imparted through Industrial Training Institutes across the country.

In order to make skilling aspirational, it is essential to create progression pathways and ensure mobility. Academic equivalence with Class X and XII has been established for Industrial Training Institute (ITI) students through the National Institute of Open Schooling (NIOS). In addition, Bachelor of Vocation (B.Voc) Programme is offered by many Universities/ Colleges while some States like Rajasthan, Haryana etc have set up Skill Universities.
