Question : Disaster Relief through NDRF and SDRF

(a) whether National Disaster Response Fund (NDRF) and State Disaster Response Fund (SDRF) have been set up jointly by the Union Government/State Governments to provide relief to the persons affected by natural disasters in States;

(b) if so, the present status thereof;

(c) whether the Union Government had fixed the rates for State Disaster Response Fund (SDRF) during the period from the year 2015 to 2020;

(d) if so, the steps being taken by the Government to increase the said rate;

(e) whether any proposal relating to increase in the said rate has been received from the State Government of Maharashtra and if so, the action taken by the Government thereon; and

(f) the details of funds released by the Union Government in this regard during the last five years?

STATEMENT REFERRED IN REPLY TO THE LOK SABHA STARRED QUESTION NO. *28 DATED 30TH NOVEMBER, 2021

(a) and (b): Yes sir. National Disaster Response Fund (NDRF) has been constituted by the Central Government as per the provision of Section 46(1) of the Disaster Management (DM) Act, 2005, for meeting any threatening disaster management situation or disaster. Similarly, as per the provision of Section 48(1)(a) of the Act, all the State Governments have constituted State Disaster Response Fund (SDRF) in their respective State.
Funds under SDRF and NDRF are allocated by the Central Government, based on the recommendations of the successive Finance Commissions. Funds for NDRF are fully contributed by the Central Government, whereas, the funds in SDRF are contributed by the Central Government and State Governments in the ratio of 75:25 for general category States and 90:10 for North-Eastern and Himalayan States.
The release of funds from SDRF/NDRF and expenditure therefrom are governed by the ‘Guidelines on constitution and administration of SDRF/ NDRF’ and items and norms issued by Ministry of Home Affairs (MHA), from time to time.
(c) to (f): Yes sir. The revision of guidelines and items and norms are done based on the recommendations of the successive Finance Commissions as per the established procedure. After the recommendations of the 15th Finance Commission, the process for the revision of item and norms for the expenditure from NDRF/ SDRF during the award period of the 15th Finance Commission i.e. upto 2026 has been initiated by constituting a Committee, consisting of members from the Central Ministries and State Governments, including the State of Maharashtra. The Committee is in the process of finalizing its recommendations by taking into consideration the suggestions of all the State Governments and other stakeholders, including the suggestions received from the Government of Maharashtra.
