Question : Allocation of Funds

(a) the details of the funds allocated and released for rural development programmes during the last three years, State/UT-wise, scheme-wise;

(b) the funds utilised and unutilised by the States during the said period and if so, the details thereof, State/UT-wise;

(c) the details of the targets set and achieved under these programmes, Statewise and scheme-wise;

(d) whether there is any pilferage of funds meant for rural development, if so, the details thereof, State/UT-wise; and

(e) the steps taken by the Government for proper utilisation of funds and to ensure that the funds are actually reaching the beneficiaries especially the SCs/STs?

(a) and (b): The details of the funds allocated, released and utilized under different rural development programme, namely, Mahatma Gandhi National Rural Employment Guarantee Act (MGNREGA), National Rural Livelihoods Mission (NRLM), Indira AwaasYojana (IAY), PradhanMantri Gram SadakYojana (PMGSY) and National Social Assistance Programme (NSAP) during the last three years, State/UT-wise, are given at Annex- I to V.

(c): The State/UT-wise targets and achievements under above said programme is at Annex – VI to X.

(d) and (e) : Under different rural development programmes,funds are allocated and released to the State Governments according to the scheme guidelines and utilized as per the guidelines issued in respect of those programmes.Besides, to ensure proper utilization of funds Ministry has developed a multi-level and multi-tool system of monitoring. The important instruments of monitoring are Review by Union Ministers, On-Line Reporting through management information system (MIS), Utilization Certificates/Audit Reports, Performance Review Committee Meetings/Regional Review Meetings, National Level Monitors, Vigilance and Monitoring Committees and Area Officers’ Scheme.As per the reports/ returns received from the State Governments/ Union Territories the implementation of these programmes have been found to be satisfactory.
