(a) to (c) Central and State Governments provide academic and technical training through its academic and technical institutes like IIMs, IITs, Polytechnics, ITIs, Nursing Training Institutes etc. which help the students in seeking Government Jobs. Ministry of Skill Development and Enterprises is implementing various schemes like Capacity Building Scheme for North Eastern Region (NER) and Pradhan Mantri Kaushal Vikas Yojana (PMKVY) 2016-20. The Capacity Building Scheme aims to provide funding for skill development, enhancing of employability & competencies and promotion of self-employment & entrepreneurships. Under PMKVY 2016-20, skill training [Fresh Short Term Training and Recognition of Prior Learning (RPL)] is being provided to the prospective youth of the country including NER. This Scheme has two components namely; Centrally Sponsored Centrally Managed (CSCM) being implemented by National Skill Development Corporation (NSDC) and Centrally Sponsored State Managed (CSSM) being implemented by State Skill Development Missions of the States. Under Capacity Building Scheme, 8603 candidates have been trained in NER through the empanelled Training Providers as on 11.11.2019. Under PMKVY, 3,21,021 candidates have been trained in NER as on 11.11.2019. All India Council for Technical Education (AICTE) has conducted Employment Enhancement Training Programme (EETP) through ICT Academy in the year 2017 and 2018, in the 50 AICTE approved institutes of North Eastern Region. 4006 students were provided training in 2017-18 and 2422 students provided training during 2018-19. 25 National Career Service Centres (NCSC) for SC/STs have been set up in 25 States by Directorate General of Employment under Ministry of Labour and Employment. NCSC for SC/STs Imphal, Guwahati, Naharlagun, Kohima, Jowai are set up in NER. Vocational guidance and Training in Confidence building is provided to SC/ST job seekers through these Centres. Two special schemes viz. Special Coaching Scheme and Computer Training through outsourcing have been added to reorient the functioning of these Centres.
2. The State Government of Meghalaya is implementing (i) Career Guidance & Counseling Scheme & Training for Civil Services Aspirants to provide academic and technical training for Government Sector jobs. While the Career Guidance & Counseling Scheme is open for all categories, training for Civil Services Aspirants is meant for Scheduled Caste, Scheduled Tribes and other Backward Classes. Sate Govt. of Tripura is implementing Lakshya Scheme which provides scholarship to the candidates having permanent resident in Tripura and clearing Civil Service Examination (Prelims/Mains). The Scheme is open for all including ST candidates. Academic programmes for B. Ed, D. EI. Ed, ANN, GNM, Nursing, Para-medical courses are arranged by its Tribal Welfare Department for ST students. Training for competitive examination such as Tripura Civil Service, Tripura Police Service IAS, and Banking Service is also arranged by Tribal Welfare Department for ST students. Coaching for Tripura Civil Service, Tripura Police Service examination, Motor Driving Training(SC Welfare), Skill training for recruitment in CAPF, Army & other organization arranged by SC Welfare Department for SC students. Under “Apprenticeship Training” Scheme the Engineering students are enrolled online in the portal of “Board of Practical Training” and thereafter, applications are received by PWD for their attachment in different offices of PWD in the State. Nominated trainees are engaged with different offices of PWD and given stipend. The scheme is open for all including ST candidate.
