Question : National Hydrogen Mission

(a) the number of phases in which the National Hydrogen Mission would be implemented across the country;
(b) whether the Government has prioritized certain sectors for the National Hydrogen Mission that are hard to electrify;
(c) if so, the details thereof;
(d) whether the Government proposes to maintain a complementary relationship in the transport sector between hydrogen fuel cell electric vehicles and battery electric vehicles;
(e) if so, the details thereof;
(f) whether the Government proposes to formulate any policy to encourage private participation such as tax credits for industries who shift to hydrogen and incentives for domestic production of electrolysers; and
(g) if so, the details thereof?

(a) to (g) In the Independence Day speech on August 15, 2021, Hon’ble Prime Minister announced the launch of National Hydrogen Mission and stated the goal to make India a global hub for Green Hydrogen production and export. Ministry of New and Renewable Energy has accordingly developed a draft Mission document.

The draft Mission aims to progressively replace fossil fuels and fossil fuel-based feedstocks with Green Hydrogen produced from renewable energy sources in sectors such as refining, fertilizer production, city gas distribution, steel production, long haul mobility, shipping etc. The draft Mission proposes a framework inter-alia for demand creation, measures to promote production and utilization of Green Hydrogen, support for indigenous manufacturing, Research & Development, pilot projects, and enabling policies and regulations.

The draft Mission also proposes pilot projects in respect of hydrogen fuel cell electric vehicles for long haul mobility.
