Question : Global Cybersecurity Index

Will the Minister of Electronics & Information Technology be pleased to state:-

(a) the details of the Global Cyber security Index (GCI) that measures the commitment of nations across the world to cyber security along with India’s rank in comparison to others;

(b) whether India has been listed in the “maturing category” of the index and if so, the details thereof;

(c) whether several countries are placed in the maturing category as they have developed complex commitments to cyber security and engage in cyber security programmes and initiatives; and

(d) if so, the details thereof and the steps being taken by the Government to improve India’s ranking?

(a): Global Cybersecurity Index (GCI) 2017 report has been produced by the International Telecommunication Union (ITU) based on survey that measures the commitment of Member States to cybersecurity. The objective of the report is to raise awareness on cyber security. The GCI revolves around the ITU Global Cybersecurity Agenda (GCA) and its five pillars (legal, technical, organizational, capacity building and cooperation). India has been ranked at 23 among 193 Nations.

(b) and (c): As per the report, India is in the list of nations in “Maturing Stage” Categories. Maturing stage refers to the 77 countries that have developed complex commitments, and engage in cybersecurity programmes and initiatives.

Member States are classified into three categories by their GCI score. These are: leading stage with 21 countries with score in 90th percentile, Maturing Stage with 77 countries with score between 50th to 89th percentile and 96 countries in Initiating Stage with score less than 50th percentile.

(d): Government is working on improving its cyber security in various areas including those that are part of the parameters used in calculating CGI score namely legal, technical, organizational, capacity building and cooperation. It is a continous process.
