Will the Minister of SOCIAL JUSTICE AND EMPOWERMENT be pleased to state:

(a) the steps taken by the Government to mitigate the increasing consumption of alcohol and the additional health costs to the Government;

(b) whether the Government has set up any de-addiction centers to encourage individuals to quit consumption of alcohol;

(c) if so, the details of de-addiction centres set up so far, State-wise;

(d) whether the Government has conducted any anti-liquor campaigns to sensitise the youth and if so, the details thereof; and

(e) whether the Government has data registry regarding the age-wise alcohol consumption/addiction and if so, the details thereof?

(a): The Ministry of Social Justice and Empowerment has formulated and is implementing a National Action Plan for Drug Demand Reduction (NAPDDR) for 2018-2025. The Plan aims at reduction of adverse consequences of drug abuse through a multi-pronged strategy. The activities under the NAPDDR, inter-alia, include awareness generation programmes in schools/colleges/Universities,workshops/seminars/ with parents, community based peerled interactions intervention programmes for vulnerable adolescent and youth in the community, provisioning of treatment facilities and capacity building of service providers.

(b) & (c): State-wise details of de-addiction centres under the scheme of Prevention of Alcoholism and Substance (Drugs) Abuse is at Annexure.
(d): National Institute of Social Defence (NISD) under the Ministry of Social Justice and Empowerment has conducted various programmes with various statkeholders and Government functionaries regarding Drug Abuse and Prevention. The details of the programmes conducted till 5th February 2020 are as follows:

(e) A National Survey to collect state wise data on Extent and Pattern of Substance Use was conducted by the Ministry in the country during the year 2018. The report presents major findings of the survey in terms of proportion of Indian population using various substances and those affected by substance use disorders. This survey indicates that there are wide variations in the extent and prevalence of substance use across different states and between various substances. Study regarding pattern and prevalence of drug use in the country in the age –group of 10-75 years was done in the report. The details of age-group wise alcohol consumption are as follows:
