Question : Electrification of Rural and Urban Areas

(a) whether the Government has achieved the target of complete electrification of all rural and urban areas in the country including Madhya Pradesh, if so, the details thereof and if not, the reasons therefore;

(b) the details of the ratio of electrification, State-wise including West Bengal;

(c) whether the Government has ensured round the clock power supply in all urban and rural areas of the country and if so, the details thereof; and

(d) if not, the steps being taken to ensure 24-hour power supply in all the areas of the country including Madhya Pradesh along with the time limit fixed in this regard?

(a) & (b): Yes, the Government has achieved the target of Universal electrification of all rural and urban areas in the country including Madhya Pradesh and West Bengal. States have reported that all willing households identified before 31.03.2019 have been electrified. State-wise details are given at Annexure I.
(c) & (d): Government of India have assisted the States through its various schemes including Deen Dayal Upadhyaya Gram Jyoti Yojana (DDUGJY), Pradhan Mantri Sahaj Bijli Har Ghar Yojana – Saubhagya and Integrated Power Development Scheme (IPDS) to help them achieve the objective of providing uninterrupted power supply to all households.


All the States and the Union Territories (UTs) including Madhya Pradesh had signed MoUs with the Central Government to ensure 24x7 power supply w.e.f. 1st April 2019 onwards. Many States and UTs are reporting supply of 24x7 power other than the planned outages and interruptions due to unforeseen events. As per National Power Portal (NPP), the average duration of power supply in Urban Areas was 23.71 Hours and 21.10 Hours in Rural Areas during the month of August, 2021. The State-wise details of power supply in rural and urban areas as reported on the National Power Portal (NPP) are given at Annexure-II.

Government of India have also launched Revamped Distribution Sector Scheme (RDSS) with the key objective to further help the States in increasing the operational efficiency and financial sustainability of the DISCOMs besides enabling them in achieving the goal of 24x7 Power for All.
