Question : INCLUSION OF AREAS IN JHARKHAND



(a) whether the Chatara Parliamentary constituency has been divided with 3 assembly constituencies each in Bihar and Jharkhand;

(b) whether there by the fundamental rights of the rural people of the said area are not being violated;

(c) whether the rural people of Imamganj, Fatehpur and Barachatti falling in Bihar are agitating for inclusion of these areas in the Jharkhand State;

(d) the time by which the said areas are likely to be included in the Jharkhand State; and

(e) if not, the reasons therefor?

THE MINISTER OF STATE IN THE MINISTRY OF HOME AFFAIRS (I.D. SWAMI)

(a) & (b): The new State of Jharkhand comprises those 18 districts which were co-terminus with the jurisdiction of the Jharkhand Area Autonomous Council. The three Assembly Constituencies of Chatra Parliamentary Constituency falling outside the 18 districts of Jharkhand form part of the successor State of Bihar. No fundamental rights of the people are violated by this.

(c): There are demands for inclusion of Imamganj, Fatehpur and Barachatti Assmbly Constituencies in the Jharkhand State.

(d) & (e): Relocation of boundaries of the existing States of Jharkhand and Bihar is not under consideration of the Government.
