Question : IRREGULARITIES IN NEW AIIMS LIKE INSTITUTION

(a) whether certain instances of administrative and financial irregularities in the new All India Institutes of Medical Sciences (AIIMS) like institutions being set up under the Pradhan Mantri Swasthya Suraksha Yojana in the country have come to the notice of the Government;

(b) if so, the details thereof;

(c) whether the Government has constituted any committee to inquire into the alleged irregularity including discrepancies in the recruitment of faculty in AIIMS, Patna and if so, the details thereof;

(d) whether the said committee has submitted its report to the Government and if so, the details thereof along with the followup action taken by the Government thereon; and

(e) the corrective measures taken/being taken by the Government to address the issue?

(a) to (e): i. In pursuance of review, monitoring and reporting mechanisms of the Ministry, apparent administrative and financial irregularities in some of the new All India Institutes of Medical Sciences (AIIMS) being set up under the Pradhan Mantri Swasthya Suraksha Yojana (PMSSY) have come to the notice of the Government. The internal audits by the Pay and Account Office of the Ministry have also brought out apparent administrative and financial irregularities in some of the new AIIMS. In the first meeting of the Institute Body of AIIMS Patna held in October 2013, some of the Hon’ble Members of Parliament elected to the Institute Body of AIIMS Patna had raised issues about transparency and fairness in recruitment process at AIIMS Patna.

ii. Some of the Members of Parliamentary Committee on Welfare of OBCs during the hearings of the Committee had raised issues of administrative and financial irregularities in AIIMS Patna and AIIMS Bhubaneswar. In pursuance to these, a Committee headed by a senior Director of the Ministry had been appointed to inquire into the matter. The Committee had submitted its report and based on its findings, articles of charge have been served on the incumbent Director, AIIMS Patna and on former Administrative Officer, AIIMS Patna. The proceedings are in progress.

iii. Also, based on the report of the Committee referred at paragraph (ii) above, a detailed inquiry was conducted by another Committee headed by a Director of the Ministry, on alleged irregularities in recruitment of faculty, selection of IT / software firm etc.. This Committee has submitted a detailed report. Action on the recommendations of the Committee is under consideration.

iv. Instances of irregular appointments of Assistant Professors in Departments of Biochemistry and Microbiology in new AIIMS had come to the notice of the Ministry. The services of one Assistant Professor Biochemistry in AIIMS Rishikesh, one Assistant Professor in Department of Biochemistry in AIIMS Raipur and one Assistant Professor in Department of Microbiology in AIIMS Bhubaneswar have been terminated.

v. Alleged irregularities in the selection of faculty in Department of Ophthalmology of new AIIMS are being inquired into by CBI upon reference from the Ministry.

vi. Fact-finding preliminary inquiries into alleged financial and administrative irregularities in AIIMS Bhopal and AIIMS Bhubaneswar are underway
